Britain and France to Deploy Troops to the Country should a Ceasefire Accord is Reached

The British and French governments have inked a statement of purpose concerning the positioning of troops in the nation if a peace agreement be struck with Russia, the Prime Minister of Britain, Sir Keir Starmer, has declared.

Following talks with Kyiv's partners in the French capital, he noted that the UK and France would "establish military hubs throughout Ukraine and build fortified structures for military hardware and military equipment" to deter any future invasion.

The allied nations also proposed that the America would take the lead in monitoring a truce.

Russia has consistently warned that any foreign troops in Ukraine would be considered a "acceptable aim", but has not yet commented on this new declaration.

The Situation and Ongoing War

The Kremlin's head Vladimir Putin began a major offensive of Ukraine in early 2022, and Moscow at this time occupies approximately 20% of Ukraine's sovereign soil.

"This is a vital part of our pledge to stand with Ukraine for the long-term," commented the British leader.

Heads of state and top officials from the "Coalition of the Willing" participated in the Paris negotiations.

He noted the coalition had "mostly completed" their work on finalizing such pledges "so that the people of Ukraine know that when this war ends, it ends permanently."

Jared Kushner, former American President Donald Trump's representative, also participated in the discussions.

Separately, France's leader Emmanuel Macron said that Ukraine's supporters had made "significant headway" at the talks.

He added that "robust" defense assurances for the Ukrainian government had been settled upon in the case of a possible ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "major advance" had been made in the talks, but added that he would only deem efforts to be "adequate" if they resulted in the cessation of the war.

Recently, Zelensky suggested a peace agreement was "90% ready". Finalizing the last 10% would "shape the outcome of peace, the destiny of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and defense assurances have been at the center of key disagreements for negotiators.
  • The Russian President has consistently stated that Ukrainian troops must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will seize it, rejecting any compromise over how to end the war.
  • Zelensky has thus far rejected ceding any land, but has suggested that Ukraine could pull back its troops to an agreed point – but only if Russia follows suit.

Russia currently holds approximately 75% of the Donetsk region and some 99% of the adjacent Luhansk. The two regions form the industrial region of the Donbas.

The earlier US-led comprehensive proposal that was circulated to the media last year was viewed by Ukraine and its partners in Europe as being heavily skewed in Russia's direction.

This sparked weeks of intensive diplomacy – with Ukraine, the US and European leaders trying to adjust the proposal.

The previous month, Kyiv submitted the US an updated framework – as well as additional documents outlining possible security guarantees and plans for Ukraine's reconstruction, Zelensky stated.
