Zelensky Asserts He Lacks Explicit Security Pledge from European Partners

President Zelensky has stated that European allies have failed to provide sound guarantees that they will defend Ukraine in the case of a new Russian aggression.

"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he stated to the press on midweek.

These remarks follow a day after Britain and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to end the war with Russia is reached.

However, full security guarantees have yet to be solidified. The US, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a commitment at talks in Paris on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that form the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said thousands of troops may be sent.

Partner nations suggested that the US would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

Moscow has not yet commented on the declaration made in the French capital.

President Putin launched a comprehensive military assault of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "a vital part of our commitment to support Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the legal framework under which British, French and partner forces could function on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the years to come."

Zelensky hailed that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he seemed more cautious.

"I see the will, the political will, and that the partners are ready, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.

"But as long as we lack such security guarantees - formally ratified, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And even if they do, you must ultimately depend first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also significant owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "largely finished" their work on agreeing security protocols.

Last week, Zelensky said a settlement was "ninety percent complete".

Territorial concessions and security guarantees have been at the forefront of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could redeploy its forces to an agreed point - but only if Russia reciprocated the action.

Russian forces currently controls about three-quarters of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - particularly targeting power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
